Responsible Alcohol Management Program (RAMP)

Act 141 of 2000 established the Responsible Alcohol Management Program (RAMP), a voluntary certification consisting of four program prerequisites - Owner/Manager Training, Server/Seller Training, New Employee Orientation and Signage - that upon successful completion, enable licensees to apply for RAMP certification for approval by the PLCB.  

RAMP makes training and resources available to licensees and their employees, so that they may understand and employ responsible alcohol management practices.

RAMP certification can be mandated under the following circumstances:

  • For any licensee who has been found guilty by an Administrative Law Judge of sales to minors or visibly intoxicated persons

  • As part of a conditional licensing agreement (CLA)

  • Prior to obtaining a wine expanded permit or ready-to-drink cocktail permit​

Licensees are encouraged to explore and complete the RAMP certification, which is designed to assist licensees in educating new hires, current employees and themselves in legal and responsible alcohol service.
